If want to use a empty or temp for PS FILE we will use as DUMMY, So what we will use If it is a VSAM file?

I've not actually tried doing this before (I've never had a need to), but the JCL reference seems to suggest that "DD DUMMY" should work for VSAM: https://www.ibm.com/docs/en/zos/3.1.0?t ... ss-methods
It's possible you may need the "AMP=AMORG" parameter:
