How do you deal with a bully colleague in office?

Hi,
How do you deal with a bully colleague in office?
I have this colleague of mine, same experience as mine but now he is gone to onsite. Since the time it has happened he will behave as if he is my manager. For example, there is production-support, where in a Director has sent an email to everyone in the Team to give a heads-up. Now this guy, writes another email on top of that, telling me and my team mate that we need to talk to Prod-support team to take care about it. While the prod-support is already aware about the fact from the email from Director. But he is just making it like, he has done this others need to follow him.
I am not sure if I can explain this all in a post. But this is like feeling bull-s**t working style.
