Hi,
is there a way to find that how many maximum people can log in to say our test environment?

Yes - talk to your site support group. They will know, no matter what you mean by "log in".

They won't tell me this. But I wanted to check if as an application developer we have a way to know this.

As an application developer, there is no way for you to know this. If your site support group won't tell you, then you are not going to know. Also, why do you think you need to know this?
Furthermore, I can think of at least three different limits that would apply depending upon what you meant by "log in":
- the limit of TSO users that can simultaneously sign on
- the limit of terminals defined to your LPAR
- the limit of terminals defined to your CICS region
None of these numbers would normally be anywhere near each other, yet all three are "log in" limits -- again, depending upon what you're counting as a "log in".
