Hi,

What is difference between Catalog and VTOC? When they both hold data set information - what different information do they store? Can one be replaced with other?

No, one cannot replace the other.

To keep this basic:

One tells what is on a particular dasd volume serial number.

A catalog knows where datasets reside.
