GE status code while trying to insert data in ims database (ISRT call)

Can any one suggest solution for GE status code while trying to insert data in ims database (ISRT call) ... IBM manual says For an ISRT call, DL/I cannot find one of the parents of the segment being inserted.For an ISRT call, DL/I was requested to insert a root segment outside of the accessible range determined by a SETR . Has anyone faced similar issue?
