INCLUDE on INREC, which comes first?

Hello all,
In a SORT if we are using both INCLUDE and INTREC and OUTREC, what gets executed first? And when to choose INCLUDE and when to go for INREC, are there some rules for it? Can someone help me out in this. Thanks in advance.
