Recent enhancements and Capabilities around DevOps and Analytics (z13).

Hi,
I have been reading around the recent enhancements and Capabilities around DevOps and Analytics for IBM line of products which happened in last one year. In general if you think there are some links, I should be referring to please direct me there.
If a traditional mainframe shop is not using z13, to make use of the analytics software build around it, cannot be exploited for such traditional shop?
