What is REXXToolkit?

Hello,
What is REXXToolkit? I was reading through this:
http://pleac.sourceforge.net/pleac_rexx/fileaccess.html and it mentioens about it. Google also does not help much. Is it something inbuilt for ooRexx?

I didn't actually see a reference to "REXXToolkit" on that page. Interesting site, however.
