difference between PDS and library?

difference between PDS and library?
What is the difference between PDS and library? I said there is not any difference between these two terms on mainframes. A PDS is also known as a Library. But the interviewer told me that there is really a exits difference.

A PDSE is DSNTYPE=LIBRARY and it has similar characteristics to a PDS (such as having members) but there are some very significant differences as noted in the link Pandora-Box provided.
