Is there a way to find out the ID that had editted a flat file on a test system?

not in an easy way

For a test system, it would depend upon your organization. The only way to determine this is to read the SMF records -- but for many organizations, test systems do not necessarily get all the SMF records captured. If your organization does not capture the appropriate SMF records on the test system, the answer becomes -- no it is not possible to determine who did an edit of a data set.

You need to discuss this question with your site support group and get their assistance to find out whether it is possible to find out what you want to know, and if so they can help you do it.

You do not own the dat sets ... YOUR ORGANIZATION DOES

dataset access is granted by the security support group according to the need to know/do
and the organisation standards

usually dat set having as high level qualifier the <userid> are accessible only to that <userid>

if Your organisation has chosen otherwise You WILL HAVE TO LIVE WITH THAT

tampering with dataset access is usually cause for lawful termination

You either work with your site security group, live with the default protections already in place, or accept that there is a chance someone will edit the data set and create backups as needed. In general, as has been said, data sets are considered work product and hence belong to the organization you work for, not you personally. Therefore what you want to do may not be allowed at your organization, and continuing to try to protect the data set may lead to adverse consequences for you up to and including your termination, at which time your concern to protect the data set becomes moot as you will no longer have access to it.

If you are concerned about a production data set being edited, you need to work with the site security group to change the access rules for that data set -- not attempt to go off on your own.
