NDM job fail on error SDE17BAI.

Hi,

One of our NDM job failed with SDE17BAI. I don't see this error SDE17BAI in the Connect Direct MSG VSAM file. From Connect Direct website, I found this explanation:
This message means an unsuccessful attempt was made to access a catalog that was locked for recovery. The job does not have the proper authorization to perform this function. LOCATE, DADSM, CATALOG, and OBTAIN errors are explained in z/OS DFSMSdfp Advanced Services.
Can someone please assist me to resolve this error?

If the data set does not exist on the receiving system, your NDM job does not have the system authority to create it. Contact your site support group for assistance.
