Google is your friend. Googling ims psb returned 1,280,000 hits and several of them on the first page answer your question about its name just from the summaries; I'm sure somewhere in the first few pages returned you can find the answer to your other question (I've never used IMS so cannot say for sure).

Thanks for the hints Robert. However, I did that but most of the links talk about "what is PSB" and not really talking about terms like - "PSB is running" or "PSB is scheduled".

Log-in to your online IMS region and run online command: ( PSB and program name are generally same in IMS online Environment)
Look for PSB status in output of above command, if its 'Stopped' means PSB is not active otherwise its 'Active/running'.
