Is there any zOS/MVS command to see the unused Datasets residing on an LPAR.

You need to work with your site support group. If your DASD is shared across LPARs, a particular data set may not be used in LPAR A but be heavily used in LPAR B.

Typically, datasets do not reside on an LPAR . . .

The site support group is not very supportive here, they are like - you've the system and you've the access, go figure! Depending on how dasd/tape is managed on your system datasets may or may not be visable on multiple lpars.
You need to talk with your storage management peoploe to learn how data is managed on your system.
