At one time a product called Hour Glass was available (and I used it for Y2K testing); from what I've seen the product is still on the market. A Google search should give you contact information should your site not have this product installed already.

Different sites do things differently. Some sites, for example, almost never use the system date for anything -- they have a date record which can be set to an arbitrary date. Basically, unless your site uses such a technique, or your site has a tool such as Hour Glass (which I found out recently is still available), then you are pretty much out of luck. The system date gets used in a lot of ways (such as timestamps for logs for many different products) so changing it for application testing won't happen. Depending upon how your application is written, you might be able to use a date card to determine the date -- but the application pretty much has to be designed from scratch to support a date card for this approach to work.
