SOA is a <philosophy> for the development of applications
quoting wikipedia
A service-oriented architecture (SOA) is a style of software design where services are provided to the other components by application components, through a communication protocol over a network. The basic principles of service-oriented architecture are independent of vendors, products and technologies.[1] A service is a discrete unit of functionality that can be accessed remotely and acted upon and updated independently, such as retrieving a credit card statement online.
Web Services are just a lowly technicality - data transfer <protocol>
again - quoting wikipedia
A web service is a service offered by an electronic device to another electronic device, communicating with each other via the World Wide Web.
but You could have found out Yourself googling SOA and/or Web Services

wikipedia might not be the best place for accurate info,
but is more than enough for a quick and dirty approach
cheers

When I tell somebody to RTFM or STFW I usually have the page open in another tab/window of my browser,
so that I am sure that the information requested can be reached with a very small effort 8-)
