When I tell somebody to RTFM or STFW I usually have the page open in another tab/window of my browser,
so that I am sure that the information requested can be reached with a very small effort 8-)

This is a question that can only be answered by your site support group.  The answer will depend upon the site, it's storage policies, and it's backup / retention policies in particular.  In general, if the data set was deleted and you don't have a backup of it, then it is gone.

Thanks.

Does that mean system never takes a back-up of any data by default? Like we have history folder in windows?

The roots of z/OS go back to OS/360 in 1964.  The system won't take backups in general.  If you are using HSM or one of its competitor products then they provide backups but that's about it.

I am not sure if we are using HSM. I am an application developer, how can I know that?
