What is the way out to know the DBRM and PLAN information for a CICS transaction ID? Is that we can browse RCT table to get the DB2 thread information? I tried with CEMT but I did not get get anything related please suggest.

CEMT INQ DB2ENTRY and CEMT INQ DB2TRAN didn't help you? Also, I suspect you won't find much in CICS about the DBRM -- since CICS doesn't compile programs, why would it need to worry about the DBRM?
Your FIRST resource should be your site DB2 support group, as they will know how to get to what you need to know.
Otherwise, you could unload the RDO data into a DFHCSD data set and browse it.
