One way is to have FTP batch run in a job class dedicated to FTP batch. While FTP maintenance is in progress that job class would not be assigned to any initiators until maintenance is complete. I don't know what 'VC' is but why not simply FTP the report dataset or, at least, get someone to set it up for you and get it scheduled to run when the report is created? What you posted is from the compiler so how the options weere set is irrelevant as long as they are correct. The same goes for the binder.

You would need to allocate a PDS with the same attributes as HERC01.TEST.JOB (except that it would be a PDS and not a sequential data set).

what difference will it make if keep it there
To your processing - none. To confusing others - everything. To maintenance - a nightmare (have I deleted some code by mistake? Why is that there? etc).
